Carbon Verification Limited is structurally and operationally independent. We are not a certification body. We do not advise clients on reducing their emissions. We do not build the inventories we subsequently verify. We verify whether the numbers are right — and we answer only to the evidence.

When a verification body also provides consultancy, advisory services, or carbon management software to the same client, the commercial incentive to maintain the relationship creates a structural conflict of interest — even if the individuals involved act with integrity. The market has seen the consequences of this model before, in financial audit, in credit rating, and increasingly in ESG assurance.
We are the verification body underpinning the Carbon Saver GOLD Standard, a certification scheme formally assessed and approved by the British Government and Environment Agency following an extensive consultation with businesses, the public sector and wide range of environmental groups. That scheme carries its approval in part because its verification function is genuinely independent. Our audits have been conducted to the standard that government approval demands.

Identification and Management of Threats
We continuously monitor our activities and relationships to identify threats to impartiality. We recognise four categories of threat, as defined by ISO/IEC 17029:
Self-interest — threats arising from financial or commercial interest in the outcome of a verification engagement. We manage this by operating fixed-fee engagements with no performance-related or outcome-dependent fee structures. Our commercial viability does not depend on delivering favourable verification outcomes.
Self-review — threats arising from reviewing work that we played a role in creating. We manage this through an absolute prohibition on providing both consultancy and verification for the same claim. We do not build, advise on, or contribute to the GHG inventories that we subsequently verify.
Familiarity — threats arising from excessive trust in a client relationship rather than evidence-based assessment. We manage this through structured verification procedures, independent technical review, and rotation policies where appropriate.
Intimidation — threats arising from perceived coercion, whether from clients, commercial pressure, or internal management. We manage this by ensuring that verification opinions are determined solely by the evidence and the requirements of the standard, and that our personnel are supported in reporting findings honestly and without fear of adverse consequence.

Structural Separation
In accordance with ISO/IEC 17029 Clause 5.3.7, the review and decision functions within every verification engagement are performed by personnel who were not involved in the verification execution. No individual who conducts the audit has authority over the verification opinion.
Prohibition on Consultancy
In accordance with ISO/IEC 17029 Clause 5.3.9, Carbon Verification Limited does not offer or provide both consultancy and verification for the same claim from the same client. We do not participate in establishing, designing, or preparing the GHG inventories that form the object of our verification activities.
In accordance with Clause 5.3.11, our verification activities are not marketed or offered as linked with the activities of any organisation that provides consultancy.
No Linked Commercial Interests
Carbon Verification Limited does not recommend, endorse, receive commissions from, or hold commercial relationships with carbon accounting software providers, carbon offset suppliers, or emissions reduction consultancies. Our verification opinions carry no undisclosed commercial interest of any kind.
